In a major setback, India’s ambitious bid to become a member of the Nuclear Suppliers Group (NSG) failed on Friday, as China and at least seven other countries blocked consensus at the elite group which controls transfer of nuclear technology in the world. The NSG cited Nuclear Non-Proliferation Treaty (NPT) as the “cornerstone” of the international non-proliferation regime, but India said the NPT issue had been addressed in 2008 itself, when it got the country-specific waiver.

It is learnt that Mexico also pressed for a “criteria-based process” for allowing non-NPT members into the NSG, along with Switzerland, Brazil and Turkey. What has surprised many in New Delhi is Mexico and Switzerland’s stand since both countries had promised support during Prime Minister Narendra Modi’s visit a few weeks ago. Brazil was also a surprise since India counted it in its “support column” as both countries have shared interests in climate change and energy needs and are part of groupings like IBSA and BRICS.

Turkey was the only country to push for clubbing both India and Pakistan’s applications directly, while Pakistan’s application was not discussed at all.

Leading the naysayers was China, along with three countries which have strong positions on nuclear non-proliferation — Ireland, Austria and New Zealand. While Modi visited Ireland last year to solicit its support, President Pranab Mukherjee sought New Zealand’s support during his visit last month. Modi also met Chinese President Xi Jinping in Tashkent on Thursday, where he asked him to “contribute to the evolving consensus”.

However, sources told The Indian Express that the NSG plenary in Seoul concluded with the possibility of a “special plenary” — likely in November this year — to discuss the issues related to entry of non-NPT members into the elite 48-nation group.

Reiterating their primacy to the NPT, the NSG plenary in Seoul, in its public statement on Friday, said the “participating governments reiterated their firm support for the full, complete and effective implementation of the NPT as the cornerstone of the international non-proliferation regime.”

It said “the NSG had discussions on the issue of technical, legal and political aspects of the participation of non-NPT states in the NSG and decided to continue its discussion”, indicating the possibility of “informal consultations” followed by a special plenary later this year.

A disappointed New Delhi, which invested considerable amount of political capital on the bid and was seen to have underestimated the opposition, singled out “one country” which, it said, raised hurdles persistently — an oblique reference to China. This kind of finger-pointing is considered rather unusual in diplomatic statements made by countries.

“We understand that despite procedural hurdles persistently raised by one country, a three-hour-long discussion took place last night on the issue of future participation in the NSG. An overwhelming number of those who took the floor supported India’s membership and appraised India’s application positively. We thank each and every one of them. It is also our understanding that the broad sentiment was to take this matter forward,” the Ministry of External Affairs’ official spokesperson, Vikas Swarup, said in Tashkent, where he was accompanying the Prime Minister for the Shanghai Cooperation Organisation summit.

New Delhi tried to downplay the countries which raised issues of criteria-based process. “It is also our understanding that most countries want an early decision. A few countries raised issues regarding the process for India’s participation in the NSG. It is self-evident that process issues would not arise if these countries were actually opposed to our participation. This is corroborated by our own bilateral engagement with each of these countries,” said Swarup.

“The NSG concluded its plenary meeting in Seoul today (June 24). India was of course not in the room. But we understand from our friends and well-wishers that discussions on expansion of membership, or what is called “participation” in NSG, were certainly not hypothetical,” he said.

He stressed that though India made its application for membership on May 12, it had begun its engagement with the NSG in 2004. “It has been suggested that India’s participation in the NSG requires it to join the NPT. Our stand on the NPT is well known. But let me underline that in September 2008, the NSG itself addressed this issue. Paragraph 1 (a) of the September 2008 decision states that the decision on India contributes to the ‘widest possible implementation of the provisions and objectives of the treaty on the non-proliferation of nuclear weapons’. There is thus no contradiction between the NPT and India’s closer engagement with the NSG,” said the MEA spokesperson.

While New Delhi said that an early decision on its application remains in larger global interest and India’s participation in the NSG will further strengthen nuclear non-proliferation and make global nuclear commerce more secure, China had a different take.

The Chinese chief negotiator at the NSG told reporters in Seoul that the group would not bend the rules and allow India membership as it had not signed the NPT. “Applicant countries must be signatories of the treaty on the non-proliferation of nuclear weapons,” Wang Qun, the head of arms control department in China’s foreign ministry, was quoted as saying by Reuters in Seoul.

“This is a pillar, not something that China set. It is universally recognised by the international community,” said Wang according to a statement released by the Chinese foreign ministry on Friday.

“International rules will have to be respected, big or small,” Wang told Reuters. “Big like NPT. Small like the rules and procedures of this group… The important question of which we are concerned, is how to deal with the question of participation of countries within the group of non-NPT states. It’s a formidable task,” he said.

Two men were killed with a Kalashnikov assault rifle and a 14-year-old girl seriously wounded in a shooting early Saturday in the southern French city of Marseille, Police Commissioner Laurent Nunez told AFP.

The two men, whose identities were not revealed, were shot dead in their car in a carpark in the Consolat housing estate in a northern district of the city shortly after midnight. The teenager was nearby and was seriously wounded in the shooting, Nunez said.

Shootings are a regular occurrence in Marseille which is known for its high crime levels.

Six people have been shot dead in the port city since the start of the year, mostly in gangland killings.

Vowing a crackdown, Interior Minister Bernard Cazenueve in September 2015 said 6,000 weapons a year were being seized from criminal groups in Marseille, of which 1,200 were combat rifles and other weapons of war.

As the sun sets over the Sudanese village of Al-Nuba, Ibrahim Abdelrahim rolls out carpets by the side of the Khartoum highway and his friends line them with plates of food.

Minutes later, groups of villagers rush into the road, shouting and waving down approaching vehicles.

One brings a bus to a halt in the middle of the highway. Others join him and force the driver to park.

“Please break your fast. It’s iftar time,” says a villager as dozens of passengers step out.

As the sky darkens, they settle down to plates of vegetables, meat and sorghum pancakes — a staple food in Sudan — along with cans of juice and water.

Just twenty minutes later, the travellers are back on the road.

Muslims across the world are marking the holy month of Ramadan, with the faithful abstaining from eating, drinking and sex from dawn to dusk.

Iftar — the evening fast-breaking meal — is usually a family event, but here in the Sudanese state of Jazeera it takes a different form.

Residents of villages along the 160 kilometre (100 mile) Khartoum-Wad Madani highway often compel travellers to pull up and join them for food by the side of the road.

“Holding collective iftar is an old tradition of our village,” said Abdelrahim, a doctor from Al-Nuba, 50 kilometres (30 miles) from the capital, Khartoum.

“When it’s iftar time, we try to stop all vehicles that pass through our village, and urge travellers to break their fast.”

Groups of men sit in rows as volunteers offer them food, while women breakfast in separate groups nearby.

The volunteers who flag down passing traffic run the risk of serious injury as drivers attempt to avoid being stopped.

“They block the road and force cars and buses to park,” said a bus driver who was among those who stopped to break his fast.

“The passengers then get down, break their fast and later proceed with their journey.”

But for the people of the village, the tradition is a point of pride and a religious duty.

“People of Al-Nuba are famous for their hospitality,” Abdelrahim told AFP.

“They believe it is their duty to stop those who are travelling through the village to have iftar, whether they want to stop or not.”

– Holy act –

Muslims see Ramadan not just as a month of abstention but also a time for prayer, charity and the forgiveness of sins.

Offering food to travellers at this time is seen as a holy act.

The Prophet Mohammed reportedly told believers that someone who offers iftar to a fasting Muslim receives as many rewards in heaven as the guest receives for fasting.

Determined by the lunar hijri calender, Ramadan shifts back every year. The last time it was observed in early June was in 1983.

With nearly 16 hours of fasting from dawn to dusk and temperature hovering above 45 degrees Celsius, many travellers are keen to break fast as they pass through Al-Nuba.

“We are in Ramadan and it’s well known that people of Jazeera stop anyone who travels through their area during iftar time,” said Abdallah Adam, who broke his fast along with fellow passengers travelling to Medani, the capital of Jazeera.

Behind him, a group of travellers stood in rows offering prayers before eating the food laid out on several large green carpets.

The whole process is over in as little as 20 minutes.

About 10,000 people live in Al-Nuba village, most of them farmers and government employees.

“We youngsters are given specific tasks,” said a volunteer in his 20s.

Some arrange for carpets, some bring food, some stop the vehicles, and some store water, he said.

“We put ourselves at risk while trying to stop the vehicles, but then we don’t care. We are the generous people of Jazeera.”

A car bomb killed four civilians and wounded 14 others in the war-torn Libyan city of Benghazi Friday night, a hospital official said.

The car was parked in front of the entrance of the Al-Jalaa hospital, one of the two biggest in the city and where troops get treatment for injuries battling armed groups, including Islamic State jihadists.

Fadia Berghathi, head of the hospital’s media department, told AFP “a car bomb exploded in front of the entrance of the hospital, killing four civilians and wounding 14 others”.

A military source in Benghazi told AFP the explosion “was caused by a sticky bomb planted under a car parked in front of the hospital”.

There was no immediate claim of responsibility.

For two years the eastern city has seen bloody battles between loyalist forces led by General Khalifa Haftar and armed groups including jihadists from IS and Ansar al-Sharia, which is close to Al-Qaeda.

The hospital treats Haftar’s fighters and is frequently visited by his commanders.

Pro-government forces Friday repelled a counterattack by IS as they pressed their offensive to retake the jihadist coastal bastion of Sirte, 450 kilometres (300 miles) east of the capital Tripoli.

The Western-backed overthrow of dictator Moamer Kadhafi in 2011 plunged Libya into chaos, with rival rebel forces seizing as much territory as they could.

IS jihadist groups have taken advantage of the upheaval to establish a presence.

At least 23 people in West Virginia have died in the U.S. state`s worst flooding in more than a century, and hundreds more have been rescued from swamped homes, officials said on Friday.

The mountainous state was pummeled by up to 10 inches of rain on Thursday, causing rivers and streams to overflow.

“The damage is widespread and devastating,” Governor Earl Ray Tomblin said at a news conference. “Our biggest challenge continues to be high waters.”

A spokeswoman for the state Division of Homeland Security and Emergency Management put the death toll at 23. The hardest-hit area was Greenbrier County in the southeast of the state, with 15 deaths, she said.

Multiple rivers have risen to dangerous heights, including the Elk River, which reached 32 feet, the highest since 1888, Tomblin said.

Government officials are focusing resources on rescuing those trapped or swept away by the flooding, he said, adding that some 66,000 residences are without power.

The governor declared a state of emergency in 44 of 55 counties and deployed 200 members of the West Virginia National Guard to help rescue efforts on Friday.

Though rivers were expected to crest by Friday night and the rescue and recovery effort is likely to last through the weekend, said Tim Rock, spokesman for the West Virginia Division of Homeland Security and Emergency Management.

“There have been towns that have been completely surrounded by water,” Rock said. “People say there is 8 to 9 feet of water in their house.

“It`s at least into the hundreds forced to get emergency shelter,” he said. “Even if you can get back into your home, who knows what kind of shape it`s in.”

West Virginia received one-quarter of its annual rainfall in a single day, National Weather Service meteorologist Frank Pereira said. Rains eased on Friday.

The storms that drenched West Virginia were part of a severe weather system that swept through the U.S. Midwest, triggering tornadoes.

Portugal’s coach Fernando Santos says Cristiano Ronaldo’s two-goal display against Hungary proves he has shaken off a poor start to return to his best at Euro 2016.

Ronaldo scored a pair of brilliant goals in Lyon on Wednesday to go down in European Championship history as the first player to score at four finals.

Portugal came from behind three times for a 3-3 draw which allowed them to scrape into the last 16 to face Croatia in Lens on Saturday, although they will only have two days’ rest.

Ronaldo, Portugal’s most-capped player ever with 128 appearances, rescued his country and wracked up another record by making a 17th appearance at a Euro finals, overtaking France’s Liliam Thuram and Dutch goalkeeper Edwin van der Sar.

“This is what Cristiano is all about, because he’s a winner and a scorer, he feeds on goals,” said Santos.

“This will have increased his confidence levels. He’s a confident player anyway, but this will have boosted him for the next game against Croatia.”

The 31-year-old opened his account in style with a deft backheel on 50 minutes, then netted with a powerful header 12 minutes later as he twice equalised at the Stade de Lyon.

Ronaldo had struggled as Portugal drew their other Group F games against minnows Iceland and Austria, when he hit the post with a second-half penalty on Saturday.

– Unwanted opponents –

Santos says Portugal must now raise their game against a team he had not wanted to play.

“Croatia are one of the sharks, we had been trying to avoid them,” admitted the Portugal boss.

“They placed first in a group with Spain, which tells you all you need to know about them.

“The most important thing is that we are through to the knock-out stage.

“We had wanted to finish in first place, to move on, but not like this.” The 61-year-old was relieved his side had rediscovered their goalscoring touch after converting just one of their 50 shots on goal against Iceland and Austria.

After 37-year-old Zoltan Gera’s superb opening strike gave Hungary the lead, Nani levelled for Portugal just before the break following Ronaldo’s superb pass.

Hungary captain Balazs Dzsudzsak then twice restored the lead for the ‘Mighty Magyars’ only for Ronaldo to level for Portugal each time in a frantic second half.

But Portugal’s defence, marshalled by Pepe, looked less than solid in what was an obvious cause for concern for the manager.

“I think over the three matches we played more than enough to finish in first place,” said Santos.

“We hadn’t been able to score and we weren’t convincing up front. Then we managed to score and we had chances to get more goals.

“We weren’t as tight in defence as we were before, we conceded a goal off a rebound, but that can happen.

“I have to praise my players, they responded three times when we were out.

“We tried to score the fourth goal, but maybe we were too cautious late on.

“If we had to choose between qualifying or taking unnecessary risks and going home, then we achieved what we set out to do.”

If Portugal beat Croatia on Saturday they would face either Switzerland or Poland in a quarter-final in Marseille on June 30.

“We only have finals now, they will be hard fought and I think we will come out on top at the end,” said Santos, who has said he expects to reach the final in Paris on July 10.

“We attack a lot more, but we’re weak defensively, so we need to find the 1,000,000 euro answer (to achieve a balance).

“The group is in an amazing mood, there is huge will to win.

“The players have huge expectations, because we want to reach the final and win it.”

Charles Aranguiz and Jose Pedro Feunzalida scored in the first half and defending champion Chile returned to the Copa America championship with a soggy 2-0 victory over Colombia on Wednesday night.

Led by Claudio Bravo`s stellar effort in goal, Chile earned its fourth straight win since a 2-1 loss to top-ranked Argentina in their Group D opener. Next up is a rematch with La Albiceleste in the final Sunday night in New Jersey.

Chile also faced Lionel Messi and Argentina in last year`s championship, with La Roja winning 4-1 in a penalty shootout after a 0-0 extra-time draw. Argentina was the last country to repeat as Copa champions in consecutive years, accomplishing the feat in 1946 and 1947.

James Rodriguez and Colombia got off to a slow start and their push for a comeback was hampered by a strong line of thunderstorms that delayed the start of the second half by more than two hours, drenching the playing surface and making it difficult to stay on your feet at Soldier Field, home of the NFL`s Chicago Bears.

Colombia, which will face the United States in the third-place game on Saturday night in Arizona, also had to play with 10 men after Carlos Sanchez received his second yellow card in the 57th minute.

Rodriguez got open for a low, hard shot in the second half that Bravo knocked down before pouncing on the ball before Colombia could get to it. Rodriguez pounded the wet turf in frustration after the play.

Chile played without Arturo Vidal after the skilled midfielder was suspended for a second yellow card, and defensive midfielder Marcelo Diaz was sidelined by injury. The familiar foes arrived at the final four of South America`s championship coming off wildly different performances in the quarterfinals. While Colombia needed penalty kicks to eliminate Peru after a 0-0 tie Friday night, Chile roared into the semifinals with a 7-0 victory over Mexico that included five second-half goals.

Each country picked up right where it left off.

Colombia coach Jose Nestor Pekerman talked Tuesday about his team`s inability to finish, and the same problem showed up again in the country`s first appearance in the Copa semifinals since 2004. Roger Martinez`s drive was stopped by a diving Bravo midway through the first half, and Bravo denied Sanchez with another lunging stop right before halftime. Rodriguez also shot wide on another prime opportunity.

Meanwhile, Chile quickly jumped out to a 2-0 lead, taking advantage of a Colombia mistake and making the most of another sharp play from Alexis Sanchez in his 100th appearance for the country.

Moments after the pro-Colombia crowd of 55,423 whistled and jeered while Chile passed the ball around its own end, a cross by Fuenzalida was inadvertently headed back into the middle by Colombia midfielder Juan Cuadrado. Aranguiz ran to the middle and volleyed it right by goaltender David Ospina for his first goal of the tournament in the seventh minute.

Then Alexis Sanchez cut inside to get open for a shot that bounced off the inside of Ospina`s right post and rolled toward the middle. With Ospina still on the other side after trying for a diving stop, Fuenzalida was all alone for the easy tap-in 10:44 into the game.

Ravi Shastri has been left a disappointed man after the Board of Control for Cricket in India named Anil Kumble as the head coach of the Indian cricket team for a year on Thursday. Shastri was a top contender for the top job.

Currently on a holiday, Shastri told Mid-Day.com that he was disappointed with BCCI`s decision but wished Kumble “good luck”.

“Yes, for the work put in, and results produced in the last 18 months. But if it (tenure) was for only one year then, not really,” said Shastri, who is known to speak his mind.

The former Indian all-rounder had kept his TV commentary job aside to take over as Team Director when India were getting thrashed in a Test series in the summer of 2014 in England.

Shastri joined head coach Duncan Fletcher and MS Dhoni in August 2014 and till the end of India`s campaign in the ICC World T20 in March-April this year, was in full command of Team India.

“It`s time to move on and do what you do best. I must say I had the ultimate experience with a young and happening side,” Shastri said.

India did well under Shastri`s directorship. They reached the semis of two World Cups and won a Test series in Sri Lanka after a gap of 22 years.

Till Kumble made a late entry, Shastri was in pole position to win a stint as head coach. Kumble was not on the 21-man shortlist for the final interview with the Cricket Advisory Committee but the BCCI left a small window for candidates without the set qualifying marks. Even though the BCCI did not appoint him, the Board made a special mention of Shastri`s good work in their official release on Thursday night.

Reports suggest that it was Sourav Ganguly who pushed former teammate Kumble to the hilt. Finally, Ganguly won the support of Sachin Tendulkar and VVS Laxman, the other members of the advisory panel. The BCCI finally endorsed the view of the advisory panel.

Ganguly, as president of the Cricket Association of Bengal, is an important member in Board`s scheme of things. Thus, to consign the former Test captain`s recommendation on head coach to the backburner would not have been an easy thing for BCCI boss Anurag Thakur to do.

After Shashank Manohar stepped down as Board chief, Thakur was elected president of BCCI after East Zone backed him to the fullest and Bengal played the role of a catalyst.
